The Government of Mozambique through the Ministry of Mineral Resources (MIREM) has requested assistance from the World Bank for providing support for the negotiations with Anadarko on the LNG value chain. Support to the first phase of negotiations will be funded from the Extractive Industries – Technical Assistance Facility (EI-TAF) Trust Fund.

 

The objective of this assignment is to enhance the GoM's negotiating capacity and to assist the GoM in correctly structuring and executing LNG Value Chain transactions for license block 1, through the provision of technical (LNG) , financial/economic, and negotiation (strategic,structuring and tactical) advisory services to the GoM LNG Negotiations Team, ahead of contractual closing of the transactions.

 

The consultant will provide support and advice to the GoM's LNG Negotiating Team in the following areas:

1.      To provide advice and guidance regarding the technological aspects ofthe LNG Gas Value Chain (production, transport, liquefaction, shipping, re-gasification, distribution).

2.      To provide advice and guidance regarding the contractual and commercial aspects of the LNG Gas Value Chain.

3.      To provide advice and guidance regarding LNG markets, pricing and global supply-demand projections.

4.      To develop an economic/financial model of the LNG Value Chain to model the impact of the technical, commercial and contractual negotiation variables during the negotiations. To provide advice and guidance to the GoM's LNG Negotiating Team on economic and financial modeling during the negotiations.

5.      To provide advice and guidance regarding negotiations, including strategic structuring of the deal (scope and sequence), deal diagnosis anddesign to create value, and tactical approaches to claiming value, inconcert with the government negotiating team.

6.      To undertake short-term training courses as well as on-the-job-training in the topics listed above for designated GoM personnel.

7.      To assist in establishing collaborative management of negotiating team and consultants as required.

 

It is anticipated that the first phase of the negotiation support will have take three months. The Consultant should indicate its willingness and ability to continue the negotiation support in subsequent phases with the same team.

 

The Ministry of Mineral Resources (MIREM) now invites eligible consultants to indicate their interest in providing the services. Interestedconsultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD and IDA Credits & Grants by World Bank Borrowers (January 2011 edition).
