The Independent State of Papua New Guinea has received financing in the amount of USD$17,000,000.00 equivalent from the World Bank toward the cost of the Second Mining Sector Institutional Strengthening Technical Assistance Project, and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project.
The project will include the following components:
Component 1 Policy and legal Support for the Department of Mineral Policy and Geohazard Management (DoMPGM)
This component will strengthen the DoMPGM to develop its policy and regulatory role and to build capacity for ongoing iterative improvements to the frameworks in place.

Component 2 Institutional Strengthening and Development of the Mineral Resources Authority (MRA)
This component will strengthen the Mineral Resources Authority ability to undertake its mandated role (the MRA is a relatively new institution established in 2007). The project will support the development of MRA's capacity to becomeeffective in the following areas: strengthen governance and accountability in the mining sector; promote, license, control and monitor mining sector development; and improve sustainable development outcomes from the mining sector.

Component 3 Institutional Strengthening and Capacity Building for theInternal Revenue Commission (IRC)
This component will support the Internal Revenue Commission, Resources Monitoring Division to review and amend mineral tax legislative as needed, conduct risk assessments to determine matters to be scrutinizedand its effects to the revenue; carry out full mining and petroleum project audits; and other duties of IRC as relevant to the natural resources sector.

Component 4 Institutional Development and Capacity Building for the Bougainville Department of Mining

Component 5 Project Management
This component will strengthen capacity within MRA, and provide support to MRA staff, for the effective monitoring, supervision, financial management, procurement, and technical and administrative management of the implementation of the project.

Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised October 1, 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006).
Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspaper(s).
