CONSULTANT SERVICES

1.      This expression of interest follows the General Procurement Notice published in Development Business on May 28th, 2008. This expression of interests request is a republication of the expression of interests request that was published on September 21, 2010.

2.      The State of Bahia has received a loan from the InternationalBank for Reconstruction and Development to implement the Bahia Integrated State Highway Management Project, and intends to apply part of the loan proceeds toward eligible payments to contract specialized technical consultancy services to :

2.1    Implementation of IT solutions to establish the Infrastructurefor Spatial Data of the Bahia State (IDE-BA), including design, acquisition, supply and installation of software to enable the discovery, location, evaluation, and implementation of geographical data availableonline, for  users and suppliers of all levels of government, the commercial sector, the nonprofit sector, universities and the general public; and,

2.2       Implementation of complementary activities to the IT solutions for the Spatial Data Technology Systems in Bahia State, such as the architecture to support the services, that must follow the norms andstandards set forth by the Open Geospatial Consortium (OGC). Servicesinclude a system to manage the geospatial metadata, services to catalog  the services, data  and geospatial applications, and a GEO-Portal for interactive access and visualization of elements of the IDE-BA.

3.      The Bahia State Infrastructure Department - DERBA (Departamento de Infra-Estrutura de Transporte da Bahia), the implementing agencyfor this Project, invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, curriculum-vitae etc.). The information provided will include at a minimum: (i) available financial and physical assets; (ii) The technical qualifications of the consultants compatible with the nature and relevance of activities within the services to be provided, and (iii) The company's experience in implementing this type of services.
Consultants may associate to enhance their qualifications.

4.      A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (May 2004 version). Interested consultants may obtain further information at the address below during office hours, i.e. 08:30 to 12:00 and 13:30 to 18:00 hours (Salvador time).

5.      Expressions of interest must be delivered to the address below by 18.00h, October, 07, 2011.
