This Invitation for Bids follows the general procurement notice for this project that that was posted on DG Market on Dec 09, 2004, and is for Procurement of Management Services for Design Review & Endorsement, Supervision of Construction, Operation & Maintenance and Capacity Building
The Government of the Federal Democratic Republic of Ethiopia (GoE) has received a Credit from the World Bank towards the cost of EthiopianNile Irrigation and Drainage Project (ENIDP) and intends to apply part of the proceeds of the Credit to the services described in this Invitation for Bids.
The overall objective of the ENIDP is to sustainably increase agricultural output and productivity in Megech-Seraba and Ribb project areas.The project will secure effective long term Operation and Maintenanceof a new 13,250hectares Irrigation & Drainage Scheme in the Ribb area. The Scheme will bring increased availability of water to over 15,500 landholdings. It is situated in Amhara national regional state, South Gonder Zone,Fogera and Libokemkem woredas
The Ministry of Water and Energy now invites sealed bids for a performance based Management Services Contract, with a term of 9 years, providing (i) services for design review and endorsement, (ii) supervisionof construction of the Ribb irrigation scheme and (iii) support for capacity building and establishing irrigation water users associations to operate the tertiary systems, and (iv) take responsibility for post-construction operation and maintenance (O&M) of the scheme for primary and secondary irrigation and drainage infrastructure for a period of 6 years.
The bidders will have to show that they meet Mandatory Qualification Criteria, which will be assessed on a pass/fail basis. If the bidders fail to meet any of these Mandatory Qualification Criteria, the bid will be considered as non-responsive. These Criteria include:
· The bidder must confirm that non-performance of a contract did not occur within the last 3 years prior to the deadline for bid submission.
· The bidder must submit audited balance sheets or if not required by the law of the country, other financial statements acceptable to the Employer, for the last 3 years to demonstrate the current soundness of the bidder's financial position and its prospective long term profitability, and (b) capacity to have a minimum cash flow amount of US$ 1 million (One million US Dollars)
· The bidder must demonstrate minimum average annual turnover of US$20 million (twenty million US Dollars).
· Participation as contractor, management contractor or subcontractor, in at least two contracts within the last 5 years that have been successfully and substantially completed and that are similar to the required services, for each of the following three key activities: i) designand supervision of construction works for large scale surface irrigation ; (ii) operation and maintenance of irrigation or other water utility schemes or that the bidder has experience in providing specialist advice on operational and maintenance activities; (iii) setting up andtraining of irrigation water user associations or that the bidder hasexperience in activities related to support water user associations. The similarity shall be based on the physical size and complexity of the contracts.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of ETB 2,500 (Two Thousand Five Hundred ETB) or US$ 150 (One hundred and fifty US Dollars) cashier's check or direct to Ethiopian Nile Irrigation and DrainageProject's account with National Bank of Ethiopia A/C NO 0160101391000.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Sample Bidding Documents: Procurement of Management Services. Bidding is open to bidders from eligible source countries, as defined in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (latest revision), including f irms that have previously expressed interest in participating in this project.
A pre-bid conference for registered bidders is planned for Thursday 6 th October 2011 followed by a site visit on 7 th or 8th October
Bids must be submitted to the address below on or before 2pm on Monday December 5 th 2011, and be clearly marked "Bid Documents for Ethiopian Nile Irrigation and Drainage Project, Management Services Contract; Ribb Irrigation & Drainage Scheme, ICB No.: MoWE/I&D/QCBS/06." Bids must be accompanied by a security of US$150,000 (One hundred andfifty thousand US Dollars). Please note that other than request for clarifications, electronic submission of Bids is not allowed.
