- The Government of Ethiopia, Ministry of Finance, has received Financing from the World Bank toward the cost of the Response-Recovery-Resilience for Conflict Affected Communities in Ethiopia Project (3R4CACE) and intends to apply part of the proceeds toward payments under the contract for Supply of Office Equipment for Woredas, GBV prosecution units, legal aid service providers under the MoJ, RPIU’s, FPIU and MoWSA. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Ministry of Women and Social Affairs (MoWSA) -3R4-CACE project now invites sealed Bids from eligible Bidders for the Supply of Office Equipment for Woredas, GBV prosecution units, legal aid service providers under the MoJ, RPIU’s, FPIU and MoWSA.

3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” for Goods, Works, Non-Consulting and Consulting Services, dated July 1, 2016, and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from MoWSA-Response-Recovery Resilience for Conflict Affected Communities in Ethiopia Project implementation unit (FPIU), Feleke Chafamo, Email: Steprocurement22@gmail.com, CC to: dutwon@gmail.com, Mr. Wondmu Dutamo and inspect the bidding document during office hours from 8:30am to 12:30am and 1:30pm to 5:00pm from Monday to Friday at the address given below.
5. The Bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address MoWSA-Finance & Procurement Executive office for Response-Recovery Resilience for Conflict Affected Communities in Ethiopia Project, Aratkilo, near post office,MoWSA-2nd floor and upon payment of non-refundable fee of ETB 500.00.The method of payment will be direct deposit to Ministry of Women and Social Affairs account 1000009412248 in the Commercial Bank of Ethiopia.
6. Bids must be delivered to the address below on or before May 14, 2025, 02:00pm local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on May 14, 2025, at 02:30pm.
7. All Bids must be accompanied by a Bid Security of ETB 50, 000.00 in CPO or unconditional
Bank Guarantee.
