REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Technical Assistance for INAGE on Government Digital Transformation

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Governance and Economy Project - EDGE, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include:

 

  • Strengthen the institutional capacity of INAGE, IP, to fulfill its mandate;
  • Support the implementation of the e-Government Interoperability platform;
  • Support the implementation of the Citizen's Portal;
  • Support the implementation of the Low Tech Platform;
  • Support the implementation of the service catalog;    
  • Design a method to prioritize the delivery of digital services;
  • Support training in agile and user-centered design;
  • Improve the procurement and maintenance of IT goods and services;
  • Design and implement a communication and awareness-raising strategy;
  • Produce standards and norms of service and associated governance structure;
  • Support in the design and implementation of a training strategy for Public Administration

The National Institute of Electronic Government, a Public Institute now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Experience in providing technology services to the public sector, which includes the development of e-GOV solutions, public management systems, civic applications; (ii) Demonstrate a minimum of 4 experiences in the provision of successful technical assistance to the Public Administration (in at least 2 of the following topics: a. Establishment/support to multidisciplinary Government Digital Transformation Units, b. Conducting a survey of citizens' needs, c. Agile and user-centered design, d. Shared government platform, e. Prioritization of services to be outsourced, and  f. Service Standards and Norms). ; and (iii) at least 2 successful experiences in carrying out similar work in developing country contexts in the last 10 years. Key Experts will not be evaluated at the shortlisting stage

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
