- The Federal Government of Nigeria through the Federal Ministry of Agriculture and Food Security has received financing from the World Bank and French Development Agency (AFD) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and on-lent the financing to nineteen participating states (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Osun and Ebonyi).
Ebonyi SPIU intends to apply part of the proceeds toward payments under the credit for Upgrading Of 76.81km Rural Roads Phase 2 in Ebonyi State. This contract will be financed by the International Development Association (IDA), the French Development Agency (AFD) and Ebonyi State Government. Procurement process will be governed by the World Bank’s Procurement Regulations.

Note: The project involves upgrading of an existing rural feeder road having a combined total length of 76.81km. The works include but not limited to; Site clearance and Earthwork, Culverts and Drains, Pavement and Surfacing as well as strict undertaking of Social and Environmental Safeguards. The work is expected to be completed within 18 months.
- Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September, 2023- Fifth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible bidders may obtain further information from the State Project Implementation Unit (SPIU) of Ebonyi State Rural Access and Agricultural Marketing Project (RAAMP), c/o: The State Project Coordinator and inspect the bidding document during office hours 0900 to 1600 at the address given below.
- The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred Thousand Naira (NGN 100,000.00) only per LOT. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below;

- Bids must be delivered to the address below on or before 12:00noon on Tuesday 8th April 2025. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend should come to the address below on Tuesday 8th April 2025 by 12:00noon.
- All Bids must be accompanied by a duly authorized Bid Securing Declaration form as provided in the bidding document.
