REQUEST FOR EXPRESSION OF INTEREST (REOI)

CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION (ICS) FOR COMMUNICATION AND PUBLIC RELATIONS SPECIALIST

CONTRACT NO.: KE-MOWI-447083-CS-INDV

1. The Government of Kenya has received financing from the World Bank toward the cost  of the Horn of Africa Ground Water for Resilience Program (HoAGW4RP), and intends to apply part of the proceeds toward payments under the contract for INDIVIDUAL CONSULTANT TO PROVIDE COMMUNICATION AND PUBLIC RELATIONS SERVICES FOR THE HOAGW4R PROJECT contract No.: KE-MOWI-447083-CS-INDV
2. The Objective of this consultancy is to engage the services of an expert Communications Specialist to work with the Project Coordination Unit and all the stakeholders of this project to design, produce and promote communication strategy and materials necessary to raise awareness on and increase access to relevant information on the Groundwater for Resilience Project.
3. The duration of the consultancy services will be for a period of Six (6) months.

5. The Ministry of Water, Sanitation and Irrigation, State Department for Water and Sanitation now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria is:
   1. At least a Master’s degree in Communications, in particular development communications, Public Relations, Journalism or any other relevant qualification
   2. A Minimum of 5 years hands-on experience in Development Communications, Corporate Communications, Public Relations, Business Communications or Journalism; preferably with experience on donor funded projects.
   3. Sound understanding of water sector in Kenya is desirable
   4. Established track record in communication, outreach, and knowledge management, video and graphic development and editing, proofreading, and copy editing, knowledge and experience in social media management.
   5. Demonstrated experience in digital marketing, social media management, and website content management.
   6. A team player with excellent interpersonal skills,
   7. Excellent written, editorial and verbal communication skills
   8. The Consultant must be a member of a professional association e.g. Chartered Institute of Marketing (CIM), Marketing Society of Kenya (MSK), Public Relations Society of Kenya (PRSK), Chartered Institute of Public Relations (CIPR)
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition September 2023 setting forth the World Bank’s policy on conflict of interest.
7. The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
