Assignment Title: Consulting Services for External Monitoring of the Metro Manila Flood Management Project, Phase I

Reference No. (as per Procurement Plan): PH-DPWH-477305-CS-CQS

 

The Republic of the Philippines has received financing from the World Bank and Asian Infrastructure Investment Bank toward the cost of the Metro Manila Flood Management Project, Phase I and intends to apply part of the proceeds for consulting services.

The consulting services seek the services of an External Monitoring Agent (EMA) that will measure and assess whether project’s implementation meets its goals effectively and adheres to both national and international standards and evaluate the outputs and intermediate outcomes of project components. This independent review will provide key stakeholders with timely insights into the project’s progress, identify areas for improvement, and help mitigate risks that may hinder successful implementation.

The selected consultancy will conduct regular assessments of project management and implementation, assess the efficiency and quality of E&S mitigation measures and analyze the outputs and intermediate outcomes in the achievement of technical and social objectives.   The EMA will serve as a valuable mechanism for accountability, transparency, and evidence-based decision-making, contributing to the project’s success and the long-term resilience to floods of Metro Manila

The Department of Public Works and Highways UPMO - Flood Control Management Cluster now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are :

Expertise and experience in facilitating M&E in development projects

Expertise and experience in flood management projects

Experience in facilitating community development and gender and development projects

Experience in evaluating solid waste management projects or other related projects

Experience with WB-funded project resettlement plans implementation or monitoring, particularly in infrastructure sector

Technical expertise and experience in research

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised on November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)  method set out in the Procurement Regulations.
