The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Strengthening Water and Irrigation Management Project (hereinafter referred to as the Project) and intends to apply part of the proceeds for consulting services. The assignment will be co-financed by the European Union.
The development objectives of the project are to (i) strengthen capacity in water resources planning and irrigation management in Tajikistan, and (ii) improve the efficiency of selected irrigation systems in the Vakhsh and Zeravshan river basin areas. These objectives can be achieved by rehabilitating irrigation canals to reduce water losses in the two selected schemes and by providing some limited assistance in restructuring and strengthening institutions that manage irrigation infrastructure.
On July 29, 2022 the Master Plan for the city of Dangara, Khatlon region, was approved by Decree of the Government of the Republic of Tajikistan. One of the problems impacting the development of Dangara city is the shallow depth to groundwater encountered in the city and surrounding areas. Recent surveys (2022 and 2023) covering a network of about 70 shallow observation wells show that current groundwater levels in large parts of the valley surrounding Dangara city are less than 1.5 m below the surface, with numerous pockets with groundwater depths of less than 1.0 m. Even though historical groundwater information is scant, observations suggest that the problem has aggravated over the last decades.
For the purposes of this consultancy, selected Consultant is to assess the main causes of the high groundwater table in Dangara valley and to design remediation measures to lower groundwater levels in the most impacted areas.
The study is divided in two parts to be partly conducted in parallel:
- Part 1: Assessment phase (8 moths)
- Part 2: Feasibility phase (10 months)
The period of execution of the tasks identified in this Terms of Reference is (18 months) from the Commencement Date including mobilization period.

The State Entity “Ferghana Valley Water Resources Management Project Management Unit” under the ALRI now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The firm shall submit an organogram and company profile to demonstrate its
Managerial competence. - The firm shall demonstrate at least ten years of experience in the development of a
feasibility study and design in the field of improved management of groundwater. - The firm shall demonstrate previous experience of at least 2 successfully completed assignments similar in scope and nature to this Feasibility study in the last 8 years, each with contract value of at least USD 1.4m;
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality-and-Cost Based Selection method set out in the Procurement Regulations.
