ACCELERATING TRANSPORT AND TRADE CONNECTIVITY IN EASTERN SOUTH ASIA (ACCESS) – BHUTAN PROJECT

REQUEST FOR INFORMATION (RFI)

Royal Government of Bhutan has been preparing the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bhutan Project, with the financial support from the World Bank. The project will be implemented by the Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) and Government Technology Agency.

Procurement under the project will follow the World Bank’s Procurement Regulations for IPF Borrowers, September 2023. While the project is currently under preparation, it is planned that the procurement processes for selection of suppliers/contractors/consultants for the project will commence tentatively from July 2025. As part of the process for preparation of the Project Procurement Strategy for Development (PPSD), early stakeholder and market engagement of the right suppliers/contractors/consultants have been planned.

The DoST, MoIT and GovTech Agency, hereby invite interested private sector stakeholders and industry players to two hours consultation meeting virtually at 1500 hours (Bhutan Time) (GMT + 6hrs) on March 11, 2025 (Tuesday). The objectives of the meeting are to relay general information and details of the project components, including delivery models, expected procurement packages and implementation arrangements, and receive feedbacks on the procurement packages. 

The key activities planned under the project are:

  • Construction of road and bridges for Gelephu-Tareythang, Sarpang, Bhutan (Approx estimated cost USD 180 million)
  • Implementation of National Single Window (NSW) (Approx estimated cost USD 14 million)
  • Procurement of IRU bandwidth and last mile connectivity (Approx estimated cost USD 17 million)

There will be some other activities for goods and consulting services. All the large value contracts will follow international market approach with rated criteria.
