1. The Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Strengthening Water and Irrigation Management Project and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of the VMC subsystem of Kumsangir canal. This contract will be jointly financed by the European Commission - World Bank Partnership Programme Part III for Europe and Central Asia Single-Donor Trust Fund administered by the World Bank. Bidding process will be governed by the World Bank’s Procurement Regulations.
2. The State Entity “Ferghana Valley Water Resources Management Project Management Unit” under the Agency on Land Reclamation and Irrigation (ALRI) now invites sealed Bids from eligible Bidders for execution of the following scope of works:

The construction period for all the works is estimated at 18 months with the works on section of the canal to be implemented in the non-vegetation (low water) seasons of 2025-2026, and 2026-2027. Defect Liability Period is 12 months. The sites for works are located along the Kumsangir canal through the territories of Vakhsh, J. Balkhi, and Jaykhun districts of Khatlon Region. The margin of preference will not apply.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from the Project Manager of the State Entity “Ferghana Valley Water Resources Management Project Management Unit”, Mr. Izzat Mahmadullozoda at fvwrmp@mail.ru and inspect the Bidding document during office hours (from 09:00 to 16:00 hours) at the address given below.
5. The Bidding document in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below.
6. Bids must be delivered to the address indicated in this paragraph at 16:00 local time on or before April 18, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the following address: State Committee for Investments and State Property Management of the Republic of Tajikistan. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid Security of US $100,000.00 or the equivalent in freely convertible currency.
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
