- The Ministry of Digital Development, Innovation, and Communications has received financing from the World Bank toward the cost of the Smart Government-2 project and intends to apply part of the proceeds toward payments under the contract for Supply of security systems and equipment for the MDDIC.
- The Ministry of Digital Development, Innovation, and Communications now invites sealed Bids from eligible Bidders for supplying licenses and equipment to be delivered to the location stated in the Final Destination of “List of Goods and Delivery schedule”.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Smart Government-2 project: procurement2@smart.gov.mn of the Procurement Specialist of PIU and inspect the bidding document during office hours 09.00 to 18.00 at the following address: Room #301, City capital office, Baga toiruu, Sambuu street, Khoroo 6, Sukhbaatar district, Ulaanbaatar, Mongolia
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 US dollars. The method of payment will be a bank draft payable to the special account of the “Smart Government-2 project, PIU”. Only bidders that have bought an official set of bidding documents can submit their bids.

6. Bids must be delivered to the address below #306, Floor 3, MDDIC, Sukhbaatar square-1, Enkhtaivan avenue, Khoroo 1, Chingeltei district, Ulaanbaatar, Mongolia on or before February 26th, 2025 at 14:00. (GMT+8 Ulaanbaatar time)
Electronic Bidding by bidder will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below #306, Floor 3, MDDIC, Sukhbaatar square-1, Enkhtaivan avenue, Khoroo 1, Chingeltei district, Ulaanbaatar, Mongolia on February 26 th, 2025 at 14:30. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a “Bid Security”, as appropriate of $8,500.00 (eight thousand five hundred US dollar only)
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
