Assignment Title: Consulting Services for Technical Support to the Project Implementation Unit (PIU) - Bus Rapid Transit (BRT) Advisor.

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Kumasi Urban Mobility and Accessibility Project (KUMAP) and intends to apply part of the proceeds for Consulting services for Technical Support to the Project Implementation Unit (PIU) - Bus Rapid Transit (BRT) Advisor.

The primary objective of this assignment is to provide technical support and assist the Client in reviewing, monitoring project preparatory activities and advise the Client on best BRT system practices.y objective of this assignment is to provide technical support and assist the Client in reviewing, monitoring project preparatory activities and advise the Client on best BRT system practices.

The consulting services (“the Services”) include preparation of project assessment reports for the Project Manager (PM), Chief Director of the Ashanti Regional Coordinating Council (ARCC), Project Preparation Coordinator (PPC), PIU and stakeholders, with specific and actionable recommendations, among others. The BRT advisor is expected to among others:

  1. Provide advice to the PM in the competency requirements and mobilisation process of the KUMAP Implementation Unit. Support the PM in preparation of Terms of reference for consultancy service assignments for the engagement of staff if required to work closely with the project team. 

2. Review all KUMAP-related study reports and working notes, in particular all reports from analytical and design consultancies and provide comments.

3. Review, assess and provide advice to the PM, PIU and PPC on the technical and operational design of the BRT and other mobility measures, and the associated service plans, project costs, the business and financial models, and their implications for both BRT system viability and any financial obligations for government, the impact on the current operators, proposed industry transition, mitigation measures and likely displacement, resettlement, environmental and social impacts and measures required from government stakeholders.

4. Provide briefing sessions for the Technical Committee, Government Officials and others on various aspects of BRT and urban mobility, based on international practice which is relevant to KUMAP and Kumasi.

5. Participate in KUMAP meetings, including those with analytic and design consultants, as expert representative of the government stakeholders.

The estimated level of effort (professional staff-months) is 24 staff-months. The implementation period for the assignment is expected to be 24 months from the commencement of the assignment.

The Ministry of Roads and Highways (MRH) acting through the Department of Urban Roads now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The Individual Consultant should be fluent in the English Language.

The criteria for selecting the Consultant are:

  1. Minimum Mandatory Requirements (pass/fail):                                                                                                (i) Certified copy of Academic Degree (Master’s Degree in Civil Engineering, Transport / Traffic Engineering, Transport/Urban Planning or relevant discipline). A relevant primary degree may be considered as sufficient in case of extensive experience with BRT systems.                                                (ii) Copy of Professional qualification (Membership of an Internationally recognized Professional Body).   (iii)Experience in BRT systems design, planning, implementation and operations as well as public bus operations in multiple settings.

The attention of interested Consultants (including firms) is drawn to paragraph Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” the Fifth (5th) Edition, September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
