Assignment Title: Industry Partnership Coordinator

The Royal Government of Cambodia (RGC) through Skills Development Fund as an implementing agency (IA) has received financing from the World Bank toward the cost of the Skills for Better Jobs project (SBJ) and intends to apply part of the proceeds for consulting services.
The objective of the assignment is expected to assist the Project Director and Project Manager in the provision of technical and project management support and services to the SDF Project Implementation Unit (SDF-PIU) throughout the duration of the project. The selected consultant shall responsible for liaising with industry partners, supporting the identification of skill gaps, coordinating training initiatives, and ensuring that the programs meet the evolving demands of the industrial sector. The ultimate goal is to enhance workforce skills, improve employability, and support economic development.
The consulting services (“the Services”) duration is 1 year period (Full time) with the possibility of extension based on performance evaluation and the probationary period is 3 months.
The Skills Development Fund now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:
- At least a bachelor’s degree in Industrial Relations, Human Resources, Education, Economics, or a related field;
- Self-motivated with strong leadership capabilities and a demonstrated record of successful leadership of multi-disciplinary teams;
- Minimum of 5 years of experience in industry engagement, workforce development, or vocational training coordination; preferably with experience serving as team leader or team leader; be familiar with Royal Government of Cambodia;
- Strong understanding of the private sector on their growth, investment, occupations and skills needs and its workforce needs in Cambodia;
- Strong management skills including ability to provide strategic leadership and technical oversight and ability to work under minimum supervision;
- Ability to synthesize and analyses information, and make clear, informed decisions;
- Excellent written and spoken communication and interpersonal skills;
- Experience in managing training programs and conducting skills gap analyses;
- Demonstrated ability to consult and work cooperatively with others as a team; and Fluency in written and spoken English and Khmer and good report writing skill.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and fifth on September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
