PREPARATION OF TECHNICAL DOCUMENTATION FOR THE RECONSTRUCTION AND EXTENSION OF THE NOVA GALOVICA PUMPING STATION AND REHABILITATION OF THE GATE ON THE NOVA GALOVICA CANAL

The Republic of Serbia has received financing from the International Bank for Reconstruction and Development (IBRD) (“World Bank”) towards the cost of the Sava and Drina Rivers Corridors Integrated Development Program, Phase I project, and intends to apply part of proceeds for consultancy services.
The general goal of the preparation of technical documentation is to increase the efficiency and safety of the operation of the pumping station and the gate, bearing in mind their importance for the effective protection of agricultural and urban areas within the framework of hydromelioration system, and especially taking into account the increased urbanization, especially along the downstream part of the stream, including the amount of atmospheric and purified used water that is discharged into the canal network. The consulting services (“the Services”) includes preparation of following:
- Hydrological-hydraulic study;
- Conceptual Design for the reconstruction and extension of the Nova Galovica pumping station;
- Feasibility study with Preliminary Design for the reconstruction and extension of the Nova Galovica pumping station;
- Construction Permit Design for the reconstruction and extension of the Nova Galovica pumping station;
- Preliminary Design for the rehabilitation of the gate on the Nova Galovica canal, km 20+181.

The Central Fiduciary Unit (CFU) of the Ministry of Finance now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consultants will be selected in accordance with QCBS (Quality-and Cost-Based Selection) method set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018). The Client intends to shortlist up to eight eligible firms to whom a subsequent Request for Proposals (RFP), both technical and financial, shall be sent. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Qualification requirements of the Consultant:
- Possession of license P080G3 - for hydrotechnical projects for regulation works to protect urban areas and rural areas larger than 300 ha from floods is mandatory. The license can be provided from one of JV members, but not from the Sub-Contractor.
- Have extensive experience in the field of services mentioned above. The required experience should be demonstrated by references in last 5 years for each item as follows:
- At least 1 (one) development of a 1D mathematical model of unsteady river flow for a section of more than 100 km of a model length;
- At least 1 (one) mathematical model of the regime of surface and underground water under the influence of river flows, the model area of which is greater than 20,000 ha;
- At least 1 (one) technical documentation of complex hydrotechnical management of terrain and groundwater and surface water regime;
- At least 3 (three) technical documentations for a pumping station (Preliminary Design or Construction Permit Design of new of rehabilitation of existing one) with at least 300 l/s capacity;
Details of the referenced assignments would include the total contract(s) value and service(s) value, location(s), number of staff involved in the contract(s)/service(s), name and contact details of the Employer(s), name of partners for contract(s) execution, source(s) of financing, type of services provided, period of services provided contract(s), a brief description of the contract(s)/service(s), contract completion date.
The Consultant shall employ suitably qualified experts and other professionals who will carry out their duties according to responsibilities and/or authorities specified in this TOR. The Consultant will demonstrate equal opportunities in mobilizing and managing human resources. CVs of proposed staff will not be evaluated during the shortlisting phase.
Only Consultants that meet the qualification requirements will be considered for the shortlist. The evaluation criteria to establish the shortlist are:
- Core business and years in business (20 points)
- Past experience in similar assignments (70 points)
- Firms organization and availability of core staffing (10 points)
Submitted expressions of interest should be no larger than 30 pages of text, including reference forms.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2017 and August 2018) (“the Regulations”) setting forth the World Bank’s policy on conflict of interest.
