The Government of Kosovo GoK has received a Credit from the International Development Association (IDA) in the amount of EUR 46 million to finance the Kosovo Emergency Covid-19 Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The objectives of the Project are to prevent, detect, and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness in Kosovo.

The Ministry of Finance will be responsible for the overall coordination of the Project.

The Project constitutes a phase of the MPA Program, and consists of the following parts:

Part 1. Emergency COVID-19 response.

A. Strengthening capacity for early case detection, confirmation, Contact Tracing, reporting, and monitoring.

B. Health capacity strengthening.

Part 2. Supporting households to comply with public health containment measures. The objective of this Part is Provision of income support to the poor and vulnerable households through the Recipient’s Social Assistance Scheme (“SAS”) and any reasonable and directly associated fees of Payment Service Providers.

Part 3. Project management. Provision of support - through goods, consulting services, non-consulting services, Operating Costs and Training - to MoF and MoH for Project management and implementation, including Project procurement, financial management, compliance with environmental and social standards, communications and outreach, and monitoring and reporting.

The following contracts will be procured directly from UNOPS:

  • Diagnostic kits, reagents, consumables;
  • Purchasing additional public health laboratory equipment;
  • Personal Protective Equipment (PPE);
  • Respirator of 3rd class and Respirator of 2nd class;
  • Medical test kit for the COVID-19 detection;
  • Pulseoxymetry device;
  • Acid-base balance analyzer;
  • Syringe dosing device;
  • Portable medical ventilator;
  • Oxygen supplying nasal cannulas and Oxygen inhaler;
  • Aspiration catheter with vacuum control;
  • Closed suction system;
  • Noninvasive ventilation mask and High concentration oxygen therapy mask;
  • Oxygen Concentrator of ≥5 l capacity, Oxygen concentrator;;
  • Video laryngoscopes;
  • Adult CPAP high-flow therapy device completed with cannulas set;
  • Isolated stretcher;
  • Bronchoscope;
  • Crash cart;
  • Patient monitor;
  • Medical ventilator of HFlow, CIPAP and NIF  high-tech feature;
  • Medical ventilator of enhanced options;
  • Ultra-sound portable device and Ultrasound device of expert grade;
  • Multi-purpose device for  renal replacement therapy (RRT)
  • Mobile X-ray unit;
  • Extracorporeal membrane oxygenation device completed with expendables;
  • Portable medical ventilator of high class of oxygen inhalation and capnography options;
  • Electrical suction pump;
  • High-tech intensive care beds;
  • Upgrade and expand the existing infrastructure/ capacity (read rooms) of the Clinic of Infectious Diseases in UCCK

The following contracts will be procured from Project Coordination Unit (PCU):

  • Architectural design and supervision of renovation and expand the existing infrastructure / capacity of the Clinic of Infectious Diseases;
  • Support for medical staff and operations;
  • Training around 50-70 public health providers;
  • Tailored trainings for 1000 healthcare providers on risk-mitigation measures, identifying and treating COVID-19;
  • Short Term Consultants for project management.

The procurement of project activities will be governed and carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers’ (the Regulations), issued in July 2016, and revised November 2017 and  August 2018 for the supply of goods, works, and non-consulting and consulting services and is open to all eligible firms and individuals as defined in Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, in MoH webpage https://msh.rks-gov.net/, in MoF webpage https://mf.rks-gov.net/ , and if relevant in newspaper of national circulation in the Borrower’s country.
