Assignment Title: Consulting Service to Support Capacity Building for Banks and MFIs on Financing for MSMEs

The Government of Liberia has received financing from the World Bank toward the cost of the MSME and Rural Finance Post-Ebola Reconstruction Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
The proposed technical assistance will be structured under two modules that can be carried out in parallel. The firm would need to perform the following training.
Infrastructure:
- 1 Workshop to key stakeholders on improving awareness of collateral registry and usage of moveable collateral as an acceptable form of collateral
- 1 Credit Registry Roundtable to discuss challenges with existing manual credit registry and utilizing the planned electronic credit registry
Innovative Products:
- 1 Workshop on the experience of other countries for enhancing warehouse receipts financing - key success factors for implementation, covering inter-alia: legal and regulatory environment, financial infrastructure, government incentives, and policy framework, etc.
- 2 Trainings on financial instruments/mechanisms that broaden MSMEs' access to finance (e.g., leasing, factoring)
- 1 Workshop on the use of digital financial services to improve access to credit – use of mobile money to disburse credit or collect loan repayments, credit scoring using mobile phones, etc.

The Ministry of Finance and Development Planning (MFDP) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Firm must have experience in conducting projects of similar scope and scale, preferably involving similar approach.
- Firm must have highly qualified financial sector experts with relevant experience who would work on the project
- Firm must have experience in (i) the financial sector, (ii) MSME financial support mechanisms, in particular supply chain financing, and (iii) MSME development policy and projects.
- Experience working with public sector and government entities.
- Experience and familiarity with the Liberia context will be highly desired
- Financial sector expertise (analysis of the sector and institutions)
- Firm must have experience in Public policy for MSME development and financial Inclusion / access to finance
- Firm must have a team of two key staff: Team Leader and Financial Sector Expert
- Team Leader
- Team Leader must have Master’s Degree in Project Management, Economics, Development Studies or related field
- At least five years of working Experience in similar assignment
- Working experience in financial sector, MSME development policy, NGO’s, INGO’s
- Financial Sector Expert
- The Financial Sector Expert must have Master’s degree in Project Management, Financial Management, Economics, Development Studies or related field
- At least five years of working experience in similar assignment
- Working experience in MSME development policy, financial sector, NGO’s, INGO’s
The assignment is for 25 days
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultants Qualification Selection method set out in the Consultant Guidelines.
