Assignment Title: CONSULTING SERVICES TO CONDUCT A STUDY ON IMPROVING THE EFFICIENCY AND EFFICACY OF THE AUTONOMOUS FUND FOR ROAD MAINTENANCE - (FAMR).

The Republic of CABO VERDE has received financing from the World Bank toward the cost of the Transport Sector Reform Project-TSRP, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include to CONDUCT A STUDY ON IMPROVING THE EFFICIENCY AND EFFICACY OF THE AUTONOMOUS FUND FOR ROAD MAINTENANCE - (FAMR).
The study will support FAMR’s mandate to sustainably and continuously fund the maintenance of the country’s road network and to guarantee the durability of existing road infrastructure. The consulting services should take place over a maximum period of 6 (six) months, commencing around December 2018 and finishing no later than May 2019. All expected outputs must be delivered by June 30, 2019 or within 24 weeks of contract signing.
In order to achieve the objective defined for the works and the scope outlined for the services to be provided, the FAMR seeks to hire a consulting firm which shall conduct the following tasks and possess the characteristics outlined below:
Tasks to be completed:
- DIAGNOSIS:
- Conduct an analysis of incomes, expenses and maintenance needs financed by the FAMR;
- Calculate the current gap between the financial resources periodically collected by the FAMR and the annual financing needs for road maintenance interventions, rehabilitation, improvements and emergency works to be done within the scope of FAMR’s mandate;
- Project the calculated gap for the next 5 (five) years considering the current sources of financial resources for the FAMR;
- Carry out an assessment of institutions that operate in the current road maintenance regime, noting their existing endogenous and exogenous constraints;
- RECOMMENDATIONS:
- Prepare a 5 (five) year Action Plan aimed at identifying concrete measures (short and medium-term) to be implemented to diversify, maximize and optimize FAMR’s financial resources to fund the management of conservation of roads and assets that make up Cabo Verde's road network;
- Project the calculated gap for the next 5 years considering the impact of implementing the measures identified above to increase and optimize the financial resources available to fund routine and periodic maintenance interventions, rehabilitation, improvements and emergency works;
- Indicate concrete measures that can be implemented to improve the operational activities of the institutions assessed above;
- Following validation of the Action Plan, carry out a critical analysis with suggestions for improvements and indication of changes to be made to the legal framework / structure that shapes the current road maintenance regime in Cabo Verde;
- Prepare and present the fundamentals of regulatory texts and / or legal proposals to be submitted to Government bodies for each suggestion and / or indication of change in the legal framework identified for the current road maintenance regime in Cabo Verde;
- Prepare a dynamic monitoring tool to track the evolution of financing needs for road interventions eligible for financing by FAMR and the impact of recommendations made on the available financial resources during the implementation phase.
The following actions must be carried out and the following outputs delivered (in English and Portuguese, and printed and electronic copies) at the specified dates. Each Expected Output must be delivered, presented and discussed as it is completed and shall be considered as Delivered Output following no-objections by the FAMR.
- INCEPTION REPORT to be submitted within 4 (four) weeks of contract signing.
- INTERIM REPORT to be submitted within 12 (twelve) weeks of contract signing.
- FINAL REPORT to be submitted within 22 (twenty-two) weeks of contract signing.
The Road Fund-FAMR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: firm capacity, general qualifications (core business and years in business), specific experience (qualifications in the field of assignment. At least 5 (five) years of experience in similar studies; experience in providing consulting services in developing countries), firm's organization (technical and managerial organization of the firm), general qualifications and number of key staff within the firm.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection-QCBS method set out in the Consultant Guidelines.
