1. The People's Republic of China has received financing from the World Bank toward the cost of the Changzhi Sustainable Urban Transport Project, and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Intelligent Public Transport System.

2. China International Tendering Company (the "Procurement Agent"), entrusted by Changzhi Urban Transport Project Management Center (the "Purchaser"), now invites sealed bids from eligible bidders for Supply and Installation of Intelligent Public Transport System. The bidders must meet the qualification criteria below:

(1) The Bidder's net worth for the last three (3) years (2011 to 2013) calculated as the difference between total assets and total liabilities shall be positive;

(2) Annual average turnover shall be not less than CNY 80 million for the last three (3) years (2011 to 2013);

(3) Availability of or access to working capitals, lines of credit, and other financial resources sufficient to meet the cash flow requirement of notless than CNY 7 million for this contract and the current commitmentsfor all other contracts being undertaken;

(4) Domestic Bidder or domestic partner(s) combined under any JV bidder shall have 1) Grade I Certificate of Computer Information System Integration issued by Ministry of Industry and Information Technology of the People's Republic of China (former Ministry of Information Industry of the People's Republic of China) and 2) Grade II Certificate of Design and Construction of Building Intelligent Engineering or Grade III Certificate of specialized contracting of Building Intelligent Engineering by Ministry of Housing and Urban-rural Development of the People's Republic of China (former Ministry of Construction). Copies of certificates shall be provided. This requirement shall not be applicable to any foreign bidder;

(5) The Bidder or at least the lead partner under any JV bidder shall have successfully completed at least two (2) similar contracts between January 1st, 2011 and bid submission deadline, each with a minimum value of CNY 28 million or an equivalent value in other currencies, and each contract shall include public transportation dispatching center platform system, public transportation intelligent dispatching system and onboard intelligent terminal equipment. All those contracts have been put into successful operations for at least one (1) year;

(6) The onboard intelligent terminal equipment and intelligent dispatching software technically similar to those offered under the contract shall have been successfully used for more than (1) year in at least two (2) bus companies between January 1st, 2011 and bid submission deadline.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible bidders may obtain further information from the abovementioned Procurement Agent and inspect the bidding documentsduring office hours between 9:00-11:30 am and 1:30-4:00 pm (Beijing time) at the address given below starting fromJanuary 19, 2015.

5. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 2000. The method of payment will be cash, check, or direct deposit to the account (Account Name: China International Tendering Company, Account Bank: Head Office, Bank of China, Account No.: 778350010653). The document may be sent by courier for an additional fee of CNY 300.

6. Bids must be delivered to the address below on or before 10:00 a.m. (Beijing Time), March 9, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened inthe presence of the bidders' designated representatives and anyone who choose to attend at the address below at 10:00 a.m. (Beijing Time) on March 9, 2015. 

7. All bids must be accompanied by a Bid Security of CNY 700,000.00
