Expressions of Interest

 

The Government of the Federal DemocraticRepublic of Ethiopia has received a credit from the International Development Association (IDA) towards the cost of the Road Sector Development Program Stage IV Project (APL 4) and applied part of the proceedsfor consultancy service for construction supervision of Mekanejo-Dembi Dolo road upgrading project. The construction works has been dividedinto three contracts; Contract 1: Mekenajo – Ayra Road (km 0+000 - km 53+260), Contract 2: Ayra - Chanka ( km 53+260 - km 118+000) and Contract 3: Chanka- Dembidolo ( km118+000-km 180+60).

 

The Ethiopian Roads Authority duly representing the Government of the Federal Democratic Republic of Ethiopia (FDRE) has signed three independent Works Contracts for construction works and one consultancy service Contract for the construction supervision of the above three projects. However, considering the existing supervision consultancy Contract will expire on April 2014 and the workscontracts are in progress, ERA has found it necessary to employ new consultants for each of the works contracts on the basis of independentthree service Contracts to undertake the consultancy services for theconstruction supervision of the remaining works until a completion ofeach construction works.

 

The services include continuation of thesupervision of the construction works, implementation of associated environmental, safety, and resettlement plans and adverse social impactmitigation measures for the three projects listed below: -

 

  1. Consultancy Service for the Continuation of Construction Supervisionof Mekanejo-Dembi-Dolo Road Upgrading Project Contract 1: Mekenajo – Ayra Road (km 0+000 - km 53+260),

 

  1. Consultancy Service for the Continuation of Construction Supervisionof Mekanejo-Dembi-Dolo Road Upgrading Project Contract 2: Ayra - Chanka ( km 53+260 - km 118+000) and

 

  1. Consultancy Service for the Continuation of Construction Supervisionof Mekanejo-Dembi-Dolo Road Upgrading Project Contract 3: Chanka- Dembidolo ( km118+000-km 180+60).

                                                                        

Detailed Engineering design, feasibilityand environmental impact studies and then a design review of the above works was prepared by different consultants and also reviewed by ERA's design team. Furthermore, the consultant onboard has made all the necessary tasks as per the requirement of the existing service Contractincluding design review of the three projects.

 

The expected time of commencement of each of the above three contracts will be April 2014.

 

The Ethiopian Roads Authority now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating thatthey are qualified to perform the services (brochures, core business,years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of key staffs, availability of appropriate skills among staff, general qualification etc.).

 

Consultants may associate with any eligible consultants to enhance their qualifications except with the existing consultant onboard and/or its associates who has been undertaking the construction supervision service of the three contracts. Interestedassociated consultants are required to explicitly indicate the type of association in their expression of interest.

 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 available on www.worldbank.org/procure.

 

Interested consultants may obtain further information at the address below during office hours: from 09:00 A.Mto 12:30 A.M hours and from 2:00 P.M to 5:00 P.M hours, Mondays to Thursdays and 09:00 A.M to 11:30 A.M and 2:00 P.M to 5:00 P.M hours on Fridays.

 

Expression of interest must be deliveredin three (3) copies to the address below on or before  4:30 P.M of January 10, 2014. Interested Consultants are required to explicitly indicate for which contract (s) they are interested on.
