Ministry of Finance of the Republic of Tajikistan (MOF) has received Grant resources from the World Bank and other co-financing donors (EC,Japan PHRD Grant and the DFID),toward the cost of the Public Finance Management Modernization Project (Project), and intends to apply part of the proceeds for consultancy services for "Support to the Ministry of Finance Training Centre to develop a sustainable programme of public financial management task related training for the whole of the Government of Tajikistan. Support to the Ministry of Finance Department of Personnel and Budgets of Financial Bodies to modernize human resource management".
The overall objective is to enhance human resource capacity to be able to achieve the modernization of PFM. Specific objectives are:
o Development of the MOF Training Centre as an effective training institution capable of developing, delivering and managing all PFM task related training for RT
o Delivery of PFM training to key staff in Ministry of Finance (MOF) including Main Department of Central Treasury and the Ministries piloting the Medium Term Expenditure Framework;
o Development of a system of cascaded training to training all RT staffinvolved in PFM at both Republican and local level;
o Development of PFM Web to support training;
o Modernization of human resource management within MOF.
The Assignment should start in May 2012. Phase 1 will have an elapsedduration of 18 months. Phase 2 is expected to have duration of 12 months.
The appointed consulting firm must have extensive experience of implementing PFM reform and training Assignments in similar environments and also have regional experience. The firm must be able to field the required experts and be able to provide adequate technical and administrative backstopping and support.
The Administrative and Procurement Support Team under the Ministry ofFinance now invites consulting firms to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the assignment (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Expressions of interest, including descriptions of similar assignments and summarized CVs, must not exceed 10 A4 pages.
Consulting firm will be selected in accordance with the Quality and Cost-Based Selection procedure set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised in October2006 and May 2010.
