Consulting Services for the Implementation of a
Quality Management System within the Ministry of Justice

The Ministry of Justice has received financing from the World Bank toward the cost of Euros 110.0 million, and intends to apply part of theproceeds for consultant services. The services include:
a) Performance of a diagnostic analysis.
b) Designing and documenting the SR EN ISO 9001:2001 quality management system.
c) Technical assistance in the process of the implementation of the SR EN ISO 9001:2001 quality management system.
d) Performing an audit to evaluate the implementation level of the SR EN ISO 9001:2001 quality management system, prior to thecertification by an authorized institution.
e) Technical assistance for the certification audit (if allowed by the certification authority). As well, the consultant will provide technical assistance for solving the irregularities and/or forimplementing the suggestions provided by the certification authority as a result of the audit (if this should be the case), within the deadlines established.
f) Training to Ministry of Justice's staff.
The objective of the assignment is to provide consultancy services for the implementation of a comprehensive Quality Management System at Ministry of Justice level, having in view the SR EN ISO 9001:2001 certification.
It is expected that the consultancy team will provide the adequate staff in terms of expertise and time allocation in order to complete efficiently all the activities required under the scope of work and to finally achieve the objective of the project, providing evidence of previous experience in the last 3 years, including experience in Romania or countrywith similar conditions. The team will have relevant quality management competencies according to SREN ISO 9001:2000 or SR EN ISO 9001:2001. Experience in development of similar programs, ability to provide inter-active training following the "train the trainers" pattern will be considered.
The Ministry of Justice through the Department for Implementation of Externally Financed Projects, nowinvites eligible Consultants to indicate their interest in providing the services.
Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last 7 years, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The association may take form of a joint venture or sub-consultancy. In case of a joint venture, the Consultants will be evaluated jointly and separately for the purpose of short listing. Interested Consultants should clearly indicate the structure of their associationand the duties of the partners in their application.
A Consultant will be selected in accordance with the procedures set out in theWorld Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below by April 15, 2008 12:00 hours. The Consultant shall submit one original andone copy in the English language in one envelope marked "Expression of Interest for Consulting Services for the Implementation of a QualityManagement System within the Ministry of Justice".
